Presidents Meeting Called to order at 1:00 P.M.
ROLL CALL: 43 0f 62 clubs present
President Beltz
President Beltz introduced the NEW Bass
Pro Shops Auburn Hills Store Manager, Riley Daniels. Mr. Daniels
Has replaced Mr. T. Sokolowski. Tom has moved on. Mr. Daniels
addressed the President He spoke of BPS support of our Federation and of the
many years of working together. Bass Pro will continue in it’s support of
our organization. As your members shop the store be sure and thank and
appreciate BPS and Mr. Daniels for the wonderful job they do for us. The
promotional Manager for the shop is Christy Geiger.
President Beltz explained that the CastingKids championship format will be changing due to the new Bass Masters Classic date being moved from spring to winter. Our dates will be changing accordingly.
President Beltz announced to the President that the Mi. Fed. Board will be accepting resumes for the 2006 Fed. Tournament Directorship. Please send your resume/application letters to President Beltz. These need to be presented early so interviews can be scheduled.
President Beltz is also looking for a person or persons to become the new Conservation, Legislative & Environmental Directors. Our current director Mr. Ron Spitler has done an exceptional job for our Federation, but it’s time for Ron to take a well earned leave. Ron will help the new director ease into the position. Please contact President Beltz ASAP. The Federation is also looking for person to take on the Newsletter Editor position. Please contact President Beltz and or Jay Berwick if you have the skills or contacts to help our organization.

Chairman Smith announced that funds have been provided by the C of C.
Charlevoix $ 3,000.00 – Au Gres $ $3,000.00 – Houghton Lk. $2,000.00 and Whitehall has waved the ramp fee’s.

Mark reviewed the payout from 2004. The Classic series paid out $24,000.00 plus $7,000.00 in product and gift cards.
The Classic Championship also paid out over $ 48,000.00 in cash and prizes.

State Championships Report: Paul Sacks / Paul Wagner
The 2005 State Championship will be on Lake St. Clair
Thursday Sept. 8 Banquet/meeting and Sept. 9-10 tournament, 2005. Banquet to be held at Gino’s Surf in Mt. Clemens.
This year the board has voted to limit the waters to Lake St. Clair - off-limits from Ambassador bridge to Port Huron bridge.
Three licenses will be needed. Michigan, Canadian and Walpole Island.
Question using two scales to speed weigh-in was reviewed. By vote of the President the idea was rejected.
Question of pre weighing the big Bass only was reviewed and rejected.
Idea of using 1st days big BASS as the tie-breaker was reviewed. This was voted upon and PASSED.
Roster forms should be sent in early June to the President
Conservation, Legislative & Environmental Directors Report: Ron Spitler
Ron announced that this will be his last year. He said we need a new Director to replace him. The Director jobs includes going to the B.A.S.S. National Championship and or the BassMasters Classic.
Ron informed the President that the new Conservation patches will be available.
Ron reported about the DNR/COOL WATER REGULATIONS COMMITTEE MEETING OF MARCH 29,2005
Along with a letter Ron wrote regarding the SALBRC report and comments of our Fed about bass fishing. (Handouts on file) These handout can be found on the Web site.
Ron presented data from Rec. Bureau Tournament Permit( handout on file).
Also a copy of the 2005 Angler Opinion Survey (On File)
Ron has asked the DNR to revisit the data collect. They have said that they will review the study information.
Ron also said that the drop shot question is being reviewed. The law division has said a lure at the bottom on the mainline is OK with the dropshot rig. ( note: this is an opinion and not the written law)

Tournament Director Report: Doug Phillips NO REPORT

Divisional: President Beltz
The National B.A.S.S. Federation Championship will be held on Kissimmee Lake in St. Cloud, Fl. the last week of April.
The format will be all anglers to fish for the first two days, and then the top 3 from each Div. will compete for 2 more days.
Raffle Ticket Director: Ray Schmitt
Ray reported that we have approx 30,000 tickets signed out by our clubs.
The 2005 Raffle drawing will take place at Bass Pro shops on June 11, 2005 at 3:00P.M. to 5:00 P.M.
Thanks to all the clubs who have sold tickets.
Youth Activities: Dewey Graves
The 2005 Jr. State Championship will be
held on June 11th at Lake Oakland. The actual weigh-in will
be at The Auburn Hills Bass Pro Shops.
All youth on the 2005 Rosters from the
age of 11 to 18( as of Aug 31,2005)
qualify for this year Jr. State Championship.
Please contact Ron Guilfoil Jr. and or Dewey Graves with # of kids your club is sending.
Clubs who have submit for 2005 Youth projects (funding) need to resubmit there applications ASAP.
With B.A.S.S. changing the BassMasters Classic Tournament date there will be another Mi. State CastingKids winners contest. This will be held in Oct. , 2005. The two winners from these Finals will be advancing on to the Nationals.

Jay reported that at the current time the Federation is looking for a new printer for the newsletter, and a new Editor. Please contact Jay or President Beltz if you can help us. Until then members should rely on the Federation Web site as our main commutation tool.

Club: written as “No Board Member may sit on any other Competitive Tx Series
board. No Board Member may divulge any information to any other competitive
Tx regarding any Fed. Business. No Board Member may Solicited any entity for
any monies that would take away funds from the MBFI.
Any new Board Member must sign a non compete clause for a period of 2 year
after end of term. “

2) by John Beeman of Outdoor World Anglers : written as “Region Tournament Qualification The state would be broken into 5 regions. Northeast, Northwest, Southeast, Southwest and Central. One tournament would be held in each region during the annual season. Tournament lakes would be determined by vote of all Club Presidents within the region. Each President casting one vote per club. Lake with highest votes per region would be selected.
Events would be Pro-am style events. (Boater division and Non-boater division). Separate entry fees and pay outs.
A member would have up to 5 individual chances to qualify.
20% of each division will qualify from each event for a position in the annual State Championship.
Qualification as boater or non-boater would determine status at State Championship.
Final finishing order will determine the qualified individuals. The top 20% of each division for each event qualify. Excluding any member qualified at a previous Regional Tournament event. Example :Tournament #2 50 boaters. Top 10 boaters (20% of field) are eligible for qualification. The top 10 includes 3 members already qualified from previous event. Therefore the next 3 finishing places will used to determine the top 10 assuming these finishers are not previously qualified.
At the completion of all 5 events the qualified members would be determined based on finishing order by the Championship Director and invited to fish the annual State Championship.
All members would be encouraged to
fish all events to qualify for the annual Classic Series Championship.
Members will be awarded points for each event based on current points
system. At the completion of all 5 events the top
The top 10% of boaters and non-boaters based on points, will be invited to compete in the annual Classic Series Championship.
This championship will consist of prize funds for both Boater and Non-boater to be determined by total participation and sponsorship.” Submitted and signed 4-3-05

President Beltz presented a $50.00 BPS gift card to Duane Mroczka for finishing #1 at the State Championship and $25.00 cards to Mark Modrak and Don McCulla for their 1st place in the Classic Series Championship.

Doug reported that the IRS 1099 forms were mailed and that the 2002-2003 Tax

The Federation accountant currently has the 2003-2004 tax information.

A President raised the question “Why does most of the payback money go to only
the 15 teams that make the Championship?
Why not increase the payback for the tournaments anglers?”
President Beltz answered that the current setup could be reviewed, and may be
changed.

Conservation, Legislative & Environmental Directors Report: Dan Kimmel
Dan updated the President on the current status of the DNR Proposed Bass fishing
open season date changes.
Question was asked which group of legislators will vote on these rule changes.
Dan explained that the Mi Sate
Senators and the Mi. House of Representatives will vote on these proposals. The
vote could come as soon as 2005
In the late summer. If passed they would go into effect in spring of 2006. Sec.
Sacks asked if a list of these legislators
be posted on our website so our members could call, e-mail or write to their
representatives and express our opinions.

Paul informed the President that a new Address update form will be placed on the web site. It can be mailed or e-mailed both to the Federation and to National B.A.S.S.
Question of FORUM use was reviewed.
Paul asked that all clubs provide E-mail contacts for their clubs.
More donation gifts are needed for the Fed. Membership Give-A-Way Program. If you know of any sponsors who can help please contact Paul Wagner. These items need not be fishing related. Ex. Bakery-oil changes-pizza/restaurants, etc.

The Jr. clubs numbers are growing and we hope to have 15 clubs for this year. New location Newberry and Gladwin areas.
Ron told the President that young angler may compete in the Adult State Championship at the age of 16 YOA. But ones he or she has done an adult State Championship they may not then qualify to fish Jr. or Jr. World Championship events again.
The Fed. State Championship will require a parents permission form be signed for any angler under the age of 18 YOA.
Clubs should contact Dewey Graves for all CastingKids information on putting on events.
Clubs wishing to apply for Youth Project funds need to apply in writing in
advance of the April, 2005 meeting.

Conservation, Legislative & Environmental Directors Report: Ron Spitler
Ron informed the President about HB 16114 the ban on lead sinkers. It is due to expire at end of year and but could be brought up again. No update at this time on proposed Bass regulation changes. A speaker from the DNR Jason Fleming was to speak to us at this meeting but could not be available today.
Ron informed the President the B.A.S.S. Superfund has been canceled due to legal problems.
There will be a new Conservation patch available. Funds will be used for conservation projects.
Ron said that the DNR would be sending out random surveys to anglers concerning the proposed Bass season changes. He asked that
Ron reported on information from the DNR on permits over 600 permits were issued –73 lakes had the permits (St. Clair had 69)

Paul informed the President of some of new things for the website. Ex. Easy to read format, more links, adult side, youth side, calendar, more links and club locator site. The Berkley Big Bass form-DNR Master Angler form-Classic Series entry and rules- coming soon, a " Bassifed" page (for selling items).
All clubs are asked to provide an E-mail address or add a link on our site to your club.
Under contact link the entire board may receive your E-mails along with links to all board members and Committee persons.
Starting soon member’s names will be posted on the site. Those who find their names will receive prizes. Watch for details.

Ron introduced Cody Harris. Cody fished the Jr. World State Championship.
Ron also informed the President that Dewey Graves would be taking over control of the Fed. Casting Kids Scheduling.
B.A.S.S. will not hold any further Youth Divisional. Only event will be our State Championship.
All youth ages of 11-18 may attend the State Championship tournament. No limit for clubs. Contestants must be 11 as of Aug. 31, 2005. It will be held on Lake Orion with a weigh-in at Bass Pro Shops. The board has voted to provide new Jr. clubs $200.00.
Clubs wishing to apply for Youth Project funds need to apply in writing in advance of the April, 2005 meeting.
